Support for the 3.x line is dropped, the integration is developed against the 4.x line.
The phars are signed with the release key of PHPCSStandards (96E91A992CF22FF4, Juliette Reinders Folmer <juliette@phpcodesniffer.com>). Without it among the trusted keys phpcq stops with an interactive trust prompt when installing the tool and aborts.

Picks up the tool versions installed with the trusted release keys, PHP_CodeSniffer 4.0.4 and phpunit 10.5.64. The commit was created for #1588 but only landed on the branch after it had been merged.
