Summary
Widens the
NamedGraphscompat bound to admit0.13on therelease-0.21line, backporting the same widening already onmain(#381). ITensorNetworks doesn't call any of the APIs that changed in the breaking NamedGraphs 0.13 release, so this is compat-only. Released as0.21.5so downstream packages pinned to a registered ITensorNetworks can resolve the NamedGraphs 0.13 stack.
