Upgrading the base image to Ubuntu 26.04 breaks the build. Older Python versions (such as 3.7, 3.8, and 3.9) specified in PYTHON_VERSIONS are incompatible with the newer toolchains, glibc, and OpenSSL 3.x versions present in Ubuntu 26.04, causing compilation failures. Furthermore, deprecated features like apt-key used throughout this Dockerfile are removed or unsupported in newer Ubuntu releases. Retain the stable ubuntu:24.04 base image to maintain build compatibility.
