- fix(migration): Fix cross-platform CI failures
- fix(ci): Disable migrator signing job cache
- Set the current user as owner when creating Windows handoff files while preserving strict ownership checks and inherited access rules. - Preserve AlreadyExists errors for nonce recovery and support long Windows paths without overwriting existing requests. - Align memory symlink tests with per-file omission behavior while retaining link rejection and strict destination validation. - Cover file ownership, long paths, and existing-content preservation.
Disable automatic package manager caching in the draft-release job. The signing scripts use only Node built-ins, so pnpm is not installed and setup-node must not try to query its cache directory.
