Fix issue: #88939 Expense - Not here page opens when paying with business account after deleting other report

Explanation of Change

Fixes a navigation bug where tapping the parent report link from an RHP could open a "Not here" page after another report had been deleted. Updates ParentNavigationSubtitle to detect when the parent report is already the topmost route in the REPORTS_SPLIT_NAVIGATOR underneath the RHP and, in that case, refresh its reportActionID and dismiss the modal instead of pushing a new instance on top of the tab navigator.

PROPOSAL:

Tests

1. Sign in with an account that has at least one workspace chat and a business account configured for payment.
2. Open a workspace chat and submit an expense to that chat so an expense report is created.
3. Open a second chat (different from the one above) that also contains a submitted expense report.
4. Delete that second expense report (use the report header three-dot menu → Delete report) and confirm the deletion.
5. Go back to the first workspace chat from step 2, open the remaining expense report and tap Pay → select the business account.
6. After the payment succeeds, tap the parent report link in the subtitle of the expense report (the link below the report header that points back to the chat).
7. Verify that the chat opens correctly and the "Not here" / "Hmm... it's not here" page does NOT appear.
8. Tap the parent report link a few more times in a row and verify the app keeps navigating into the parent chat without stacking duplicate screens or trapping the user.

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
