This endpoint requires an authenticated user with `ADD` permission on the collection. This includes collection
submitters and administrators.

* 200 OK - if the item template is returned
* 401 Unauthorized - if you are not authenticated
* 403 Forbidden - if you do not have `ADD` permission on the collection
* 404 Not found - if the collection doesn't exist
