Replaces the Slack notification on E2E workflow failure with a Linear issue. Creates a high-priority issue in the correct team, in the Plan state, assigned, and filed under the correct project. No deduplication for now — if the same workflow fails repeatedly, expect multiple Linear issues. Simplicity preferred over the cancel-previous flow we use elsewhere.
Include failing jobs (with the step they failed at), event name, run attempt, and commit SHA + subject in the Linear issue description. Requires `actions: read` permission so the job can query the Actions API for sibling job outcomes. Made-with: Cursor
