Prepare DotCov 1.7.1 with the Windows badge checks and the same-commit TypeScript/Python coverage verification added since 1.7.0. Align the package version, action default, README references, and release notes.
The badge matrix previously downloaded its default version from NuGet before publication, which would block a new release. Each platform now packs this checkout's portable candidate and exercises the unchanged default installer through an isolated local feed and package cache. Badge pushes remain local; the 100% coverage gate, upstream comparisons, release dependencies, and native package publication order are preserved.
Validation:
actionlint,shellcheck, andgit diff --checkpass.
