error after upgrading from 3.6.0 to later versions

Description and expected behavior
on 3.6.0 my seed functions ran successfully, after updating to 3.7.0 they throw an exception
SqliteError: cannot start a transaction within a transaction

I took the "getting started" and added an upsert. I use this same logic in my seed to push/update changes to reference tables.

Kysely changed the way concurrency is handled in 0.29.0 SQLite

ZenStack's upgrade to that version in 3.7.0 caused this issue.
