[Feature Request] Ability to mark Panels as static or nondraggable

Right now all Panels are draggable. It would be nice to have a checkbox to easily disable dragging on Panels.

What are the use-cases for this feature?

So you can have a Panels and Tabs that aren't moveable or resizable. Lets say you would want the leftmost Panel to not have draggable or rearrangable Tabs but the remaining screen space could be rearranged. Or perhaps a situation when you want to disable dragging on Panels while a certain interaction is taking place without completely disabling UI input. I think it just gives the consumer more flexibility on which features they want to enable and when.

When panels A-B-C are aligned horizontally and panel B is static, what would happen if panel C was resized from its right edge towards panel B? Normally, panels A and B would also be shrinked. However, assuming panel B is now static, would panels A and B maintain their positions and sizes?

I would say yes, since panel B is static A and B would not be affected. Perhaps 2 checkboxes are needed isResizable and isDraggable to have more granular control over the behavior in these types of cases.

IsResizable, IsDraggable and IsRearrangable. These may indeed be handy in some circumstances but I expect that it would take too much time to implement this feature. Frankly, I'm currently not planning to spend that time on this feature for this plugin, maybe I will in the future. Regardless, thanks for the feature request! You can keep this feature request open, if you wish.
