Add example: Image Blur

I opened #452 with a React Native port of the official WebGPU image-blur sample. It includes interactive kernel/pass controls, event-driven rendering, explicit GPU resource cleanup, dispatch-plan regression tests, a passing Node WebGPU blur render test, full monorepo TypeScript, and a successful Metro iOS bundle.
