Use newest glibc (Kali Linux) on WSL CI

previously broke stty by the bug which is impossible to detect by ubuntu-latest. But there is no Linux runner with rolling release.

I suggest to use other Linux instead of Ubuntu. https://github.com/marketplace/actions/setup-wsl#distribution

I hadn't considered running a Linux workflow using Windows virtualisation :D

Could we use virtualisation on Ubuntu host instead?

We already have CI with QEMU. But this is an idea to reuse already existing wsl.yml efficiently. Goal of this is not adding CIs for many distributions.
