Python build broken

Probably because this repo hasn't been updated while the main quickfix repo has, but https://github.com/quickfix/quickfix-package/blob/master/quickfix-python/setup.py#L68 is currently broken and should be -std=c++17 instead of -std=c++0x

@aspin I was looking for some instructions to properly build and install python version of quickfix. Are there any instructions to follow to do this on Ubuntu? Appreciate your help.
