Existing events evaluated
The existing OnBeforeCreateServItemOnServItemLine fires too early (before field validation) and doesn't cover the confirmation dialog. There is no event between the TestField calls and the ConfirmManagement.GetResponseOrDefault call, so there is currently no way to suppress the dialog from an extension.

Performance
This event fires once per manual user action on a Service Item Line — not in any loop or batch process. The impact is negligible.

Data sensitivity
The event only passes ServItemLine, which is already in scope for the caller. No sensitive data is exposed. The subscriber can only decide whether the dialog is skipped — it cannot modify records through this event.

Multi-extension conflicts
Standard IsHandled pattern — first subscriber to set IsHandled := true wins. This is the same behaviour as other events in the same codeunit (e.g. OnBeforeReplaceSIComponent) and is consistent with BC conventions.
