Question about ENV

I got the following warning mendix-rootfs:app

Do I need to change

ENV LANG C.UTF-8
ENV LC_ALL C.UTF-8

To

ENV key="LANG C.UTF-8"
ENV key="LC_ALL C.UTF-8"

What about this line
