ci: Add fine grained file filters to reduce CI usage

Description

The https://github.com/getsentry/sentry-react-native/blob/main/.github/file-filters.yml only has a basic set of file filters. I think there is a potential for double-checking all CI workflow runs and defining more fine-grained file filters, as, for example, the Cocoa SDK has it https://github.com/getsentry/sentry-cocoa/blob/main/.github/file-filters.yml to only run CI jobs when required.
Maybe it's already optimized, but it's worth double-checking if we can reduce some not-required CI usage.
