What changed in this PR
Updates ML.NET’s Linux build hosts to Azure Linux 3, addressing part of #7689 while preserving containers, Helix queues, and nightly behavior.
Changes:
- Switches public and official Linux host selection to Azure Linux 3.
- Replaces inferred cross-build sysroots with explicit parameters.
- Documents the sysroot requirement.

Related to #7689.
Move the four public Linux build jobs and official Linux host selection to Azure Linux 3. Pass ARM/ARM64 sysroots explicitly instead of inferring them from host-image and job names.
Containers, Helix queues, Windows/macOS, and nightly behavior are unchanged.
