V2 Executions Pipeline Self-Host Telemetry: Fix Server Task durations and add queue time

There was a timing bug in the duration property on the server task statistics telemetry events, where in some cases, the Duration on the server task had not yet been populated when the telemetry was sent. 

We are also not recording the queue timing for the server task.
